No. The Team plan provides unlimited private repositories for an organization, while the Developer plan provides unlimited private repositories for you, personally. Your Developer plan is kind of like your own organization.
If you work with others on a Team plan, you’ll need a separate account for personal repositories. Public repositories, however, are always free for everyone.
You must purchase a seat for each user in your GitHub.com organization. Each organization member and owner, pending invite and outside collaborator with access to one or more private repositories fills a seat.
Outside collaborators with access to only public repositories and billing managers don’t fill seats.
